Hi Ray;
Pull your anti Dieseling Solenoid and look at the pin (coming from inside
the solenoid) with the key off, then turn the key to on, not start, just on.
Now look at the pin if it is shorter, or going in, then it is ok, if not
then check to see if the wires are attached and the ground wire is connected
and free of corrosion. Try the test again.

where's the anti-dieseling solenoid? I have some similar problems.

It has a small screw holding onto the left hand (drivers) side of the carb
with two wires coming out of it. Check to see that it wires are connected
and unscrew the attaching screw and watch the pin when some one turns the
ignition key to the on position. The pin should be pulled (about an 1/8th of
an inch or so) back toward the solenoid. Some of the pin will always be
showing.
Also before you put it back in place make sure there is a small O ring
around the base of the pin. It one is missing the carb will lose vacuum and
this too will keep it from operating correctly.
