Are Honda 600 gas caps vented ?

I seem to have a fuel starvation problem after driving on the highway for extended periods of 5-10 min or more, my gascap is NOT vented.
I wonder if it should be ?

I think I'm getting to the bottom of this low fuel flow issue. When I'd disconnect the fuel filter I'd hear a PSSSSST, just like opening a pop can, but no flow. It appears I have constricted fuel lines. Funny how I can shove .060" mechanics wire in but the 1/4" line is still occluded. Even my primo new-used tank appears to have a constricted pick up tube. I may resort to drilling a tapping a fitting into the tank drain plug for a new pick up. I've been systematically testing and cleaning / replacing each fuel line segment.

Gas caps are Not vented but your gas tank is in the filler neck, sedan & coupe have aproz 1/2" tube in body.
