Carb Problems - Starvation at 4200 rpm.- internal filter?

Hello,
Have a problem at 4200 rpm, the car just starves out, if I keep it
floored, car returns after 2 seconds and then runs for 2 seconds the
starves again......
I have just put this carb on the other carb I have floods just enough
to drain gas into the intake....When I run it I get the overrich
running, but no starvation problems, that is what make me think that it
is the carb. I have just replaced the fuel filter and it is getting
the gas to the carb. I remember hearing that there is a filter
somewhere in the carb, but cannot find any reference to it now....
Any way I removed the carb and set the floats to specs. all jets seem
good and the needle isn't hanging. Just don't get it. The only other
thing that I could possibly think of is that this engine has a 1mm
overbore kit in it and this carb came off of the bonestock engine that
I have. The car runs SOOOOOOOOO much better with this carb compaired
to the other that I just hate to put the other one back on.

their is a small screan under seat where needle & seat for float is--

Hi,
Removed the screen from the top if the needle seat. Little if any
improvement. The magic # is still 4200 rpm. I changed out the filter
from the flooding carb, no improvement. I removed it all together, No
improvement. I just don't get it. Smoother idleing, smoother
excellerating (untill the magic #). Then that sinking feeling of
slowing down.....
should I attempt to take the jets out of the smoother carb and put it
into the flooding carb? (should I just replace the the piston at the
top?)
any way, at least I learned the location of the filter and I can remove
and strip the carb as fast as an indy pit crew now....
