Block off for grill for cold weather?

I heard once that Honda made a plastic insert for the grill that was to be used in real cold climate (like Chicago winters) to block off the grill - allow the engine to heat up enough.
Anyone heard of such a part?

Check out 4 and 5 on the attached file. I have the part numbers too, but
they will do little to help.
