You are correct, the tool needs to be the full length.  But, that does not mean a spacer (washer) or two could be put in front of the end and then use the K&L tool.  However the washer needs to be the full diameter of the pullers end.
I don't know about the bumping of the starter and all that, as he said, not something you want to try at home.  I have always used an impact wrench after putting the tool in as tight as I can.  They all come off.
