Rare 1970 option found on my 600

Unlike today, back when I was growing up I can remember getting stopped
by the local police while on my way back home from a night of bar
hopping. The usual scenario was they'd ask if I could call someone to
pick you up and then I'd lock the car up and the police would give you a
ride to a pay phone and leave you there. Not today .. But while grabbing
some small parts from my parts car I found a reminder of being young and
crazy ...

Must be an after market accessory, didn't see this one in the parts book.
And, it must have out lived it's life with the use of twist off tops.
