Has anyone ever pulled the oil filter to drain the oil and replace the filter
and had the oil not drain out of the engine? Yes, there was 3.2 guarts of
oil in the engine. No, the engine was not warm when I tried to drain it.
Yes, I did have the filler cap off the valve cover.
Is it possible that there is some kind of a vacum that will not allow the oil
to drain freely? I am not going to do anything until I figure out how this
is possible.

try the drain plug. it's near the oil filter cover

Drain plug must be removed to drain oil, it's the 17mm plug on side
of engine. Don't forget the alum. washer when you replace the plug.
Make sure to reassemble oil filter correctly and large o-ring must be
in correctly or oil will gush out.
