Is there a mystery tool,or trick to getting a wrench on that 12mm
clutch arm adjusting bolt? I tried many ideas, such as using a
shorter bolt or a sedan 10mm head seat bolt!

Not to give away any secrets, but a 12 point box end 12mm wrench is what I
use. Although I have worked on 600's that had a hole drilled into the body
to allow a wrench to fit through. Worked real well, it also had a rubber
plug in it to keep it clean.

That bolt in the clutch arm is hardened steel, I don't reccommend
putting another in it's place. If you remove the heater blower it is
very easy to adjust the clutch from the top.
