FREE DMV Fees
If you live in California you can file Non-Op on the cars you are not
currently operating. Normally it costs $10.00 to file Non-op. I
recently filed for non-op and missed the filing date. They sent me a
letter threatening to impound my vehicle, attach my wages or bank
accounts if I didn't pay the penalty and current dues.
A fellow collector told me I didn't have to pay $10.00 PNO because if
you are a collector, it's Free! I was prepared to junk my 600 coupe
if I had to pay the $56 they wanted. I did as my friend said, told
them I was a collector, filled out a Statement of Facts saying I am a
collector and that was that, no penalty - no $10.00 fee. Anyone can
do it and they said there is no year model cutoff. The clerk seemed a
bit put off she couldn't get any money outta me.

I wish they have that here in Tampa, FL. If you have a car it have to be
operative condition, register and insure. can't have a flat tire. If the
county send you a letter about your vehicle you have to prove that the
vehicle runs and is register and insure.
If is not you have 30 days to repair or remove. In Clearwater, FL. you are
only allow to have 2 car per house, no company vehicle in front of the home
and you are not allow to work on your car in front of the house.

Man, what part of Russia did you say your living in? This is America, you
can move else where. My air tools run at midnight, while the people next
door party till dawn. You do not have to put up with that, really.

And another thing, if your city has an ordinance that says your vehicle has
to be in running condition if viewed from the street, buy a car cover. Keep
the tires filled and like Miles says, your home free.

Going thru the old post and saw this one. Do you know if this
collector thing works to avoid back fees on a new purchase? The 600Z
that I bought from a storage auction came with a heavy $210 in back
fees to pay. I have not got around to paying it to DMV yet so if I
can avoid it that would be great.

FREE DMV Fees
I used the *collector status* to avoid a $65.00 bill from DMV. Later
I got a letter from the State of California threatening if I didn't
pay the $65 they were gonna attach my bank account and my wages. I
sent the Free registration card back to the state and have never
heard from them again.
In your case? Try it, it's free to try. They told me it didn't matter
what year the vehicle was from as long as I stated I was a collector,
I could be collecting 2001 Mustangs or whatever. Statement of Facts
is the form you use.

heard from them again.

Guys,
How have you been....it has been a while. I finally
got my 72 coupe out of the body shop...and a few weeks
later I blew out a plug. I have been talking to the
Mings about getting a new/rebuilt head and I was
wondering what your advice would be of how far down to
go. Thanks!

Keenserts, they have a sparkplug thread repair that latterly stakes the
sides of the insert into the head. Then there is a compression washer that
is pressed on top of it. A number of the VW shops do the same thing with
the old Aluminum head VW's. Check them out first because the tool to do the
work is costly. Keeserts part number 19090, 14mm, 1.25 thread pitch at 3/4
in. long. I have never had one lose compression or back out.

I would stay away from the collector status and/ with DMV. The value of the
vehicle is raised along with the annual registration fees. DMV thinks it
can charge you a different amount annually. They ask you questions such as
"How much will the vehicle be worth after your restoration is finished?" I
had to have one Coupe appraised by a local Honda dealer just to keep the
registration down to $38.00 it's supposed to be. That $210.00 may seem like
a lot now but try that same amount every year. I had to do the same thing
with a Vette I restored, damn DMV tried to up the registration because they
found out that I had appraised value insurance on the car. It seems several
Insurance companies have gotten in bed with California DMV to find out who
has stopped their insurance after getting their vehicle registered. Then
the noise DMV SOB's look at all the other files they can. I went back to
my insurance company and asked them what DMV is allowed to view and put a
stop to them looking at more than a "Yes or No" on my insurance.
The following is copied from the DMV on line page, go down to where it says
"Are any Fees due?" and note the phrase "The amount of fees due will
depend on the cost of the vehicle, the county of residence, and the type of
vehicle. The exact fees can be determined at the time of application and the
fees must be paid prior to operation of the vehicle." This is why they ask
for the value of the vehicle when restored!

four years or more, it may no longer have a record in DMV's computer. Even
if you still have paper documentation on the vehicle, that computer record
has to be reestablished.

Registration Card (not a photocopy) then the following items are required to
register your vehicle:
Certificate of Title or Application for Duplicate Title (REG 277). If you
are not the owner shown on the title, the title or Application for Duplicate
must be properly endorsed for transfer. An Application for Duplicate Title
can only be accepted with the last issued Registration Card (not a copy).
Verification of Vehicle completed by an authorized DMV employee or any peace
officer. Motorcycle verification must show both the engine and frame
numbers.
Certificate of Non-Operation (REG 102) or Statement of Facts (REG 256)
regarding non-operation of the vehicle.
Odometer Disclosure Statement (REG 236) for motor vehicles less than 10
years old.
What If There Are No Prior Certificates?
If there are no prior registration documents, or if only a photocopy of the
Registration Card is available, you will be asked to submit:
Application for Registration (REG 343/31) including the cost portion.
Verification of Vehicle completed by an authorized DMV employee or any peace
officer. Motorcycle verification must show both the engine and frame
numbers.
Statement of Facts (REG 256) which contains the following information:
How, when, and from whom the vehicle was acquired.
What efforts were made to obtain evidence of ownership and why it was
unobtainable.
Current value of the vehicle.
Weight Certificate is needed for commercial motor vehicles.

regarding non-operation of the vehicle.

year of manufacture = yearly fees paid. 3. Diesel powered = no smog
required. 4. In the old days... Under 50 CID = no smog (Honda 600's
are under 50 CID) now it's 1973 & earlier = smog exempt.
I built several SPCNS (Special Construction Vehicles), they always
asked me what I paid, what I expect to spend on it and finished
value. They charge sales tax on whatever amounts you say.
My $10,000 Honda S600's cost the same to register yearly as my
$100.00 600 sedans. Besides my 1967 Ford F250 and 1984 Toyota 4x4
each costing $100 per year because of weight fees added on, I've
never paid more than $46.00 per year for any vehicle I've owned.
I have a friend who is a car collector. He has 40+ Austin Mini's and
80 other cars. All are registered with DMV on collector status. He
owns 2 houses each of which are on back to back. He tore down the
fence between the houses and keeps all the engines/tran's in one
house and lives in the 2nd house.
Other things DMV won't tell you: You can move your car without it
being registered by purchasing a "One Trip Moving Permit" for $10.00.
It is good for 1 continous trip across Calif, 1 round trip to some
location to get work done, 1 continous trip such as a circus or such
with no time limits as I recall. $10.00 you just gotta know about
that one, because they keep them all locked up in some vault until
you ask for them!
DMV used to make me jump thru hoops to get my smog exemption. They
made me get a letter from the dealer, or get an exemption from a SMOG
station, or go to the Smog referee to get it signed off. I finally
wrote a letter to Sacramento because several other smog exempt cars
were in the books but not the 600. The letter I got back was the
letter I submitted with all future 600's I registered - it stated the
exemption.

contains thousands of laws & regulations. Particularly handy when
fighting tickets in court, modification specs - height of lights etc.
Cost is a mere $3.00, DMV sells it.
