Is it possible to get the front pulley installed 180 deg out?. I had
someone else replace the front seal recently and then decided to
retorque the head myself. When I line the timing mark and the pulley
notch the pistons are not at TDC as near as I can tell. They appear to
be at TDC when I rotate the engine another 180 deg. The engine won't
start or build any compression if I complete the assembly.

Yes, it is possible. So, you either need to add another mark on your pulley or remove the pulley and reinstall it. When you reinstall the pulley, position the pistons at TDC and let the mark on the pulley point to the "T" on the engine casing.

I forgot to mention, the camshaft needs to be in the correct position. When the pistons are at TDC, the camshaft needs to have its etched line up and horizontal. I think your real problem is the camshaft is not timed correctly to the crank.

Camshaft mark is horizontal, timing mark is lined up and pistons are
a BDC or at least appear to be. So I think you were right the first
time.
