I just rebuilt engine and the shop manual makes no sense to me. It
seems that rocker shaft should stay stationary so rocker arm can be set,
however it seems that it is not stationary and no explaination. So I am
stumped

The rocker shaft has an eccentric on one end. Loosen the locknut, put a rigid rod in the hole in the shaft and rotate. Clearance will close up in one direction and open up in the other. Find the clearance the book calls for and tighten the locknut. Recheck after you tighten the locknut. It is a rather tedious procedure and a design I have never seen on any other engine.
