Take your starter motor off the car and check it out.  Look at the teeth on the "bendix" which is part of the starter solenoid.  Since it was rebuilt,  these should look new.  They should have smooth edges on each of the teeth and should not be damaged.  Check out your starter motor with a set of battery cables or a high current battery charger.  With power applied to the starter (not the solenoid) you can verify the starter is spinning.  With the power applied to the solenoid (+12 volts on the bolt which the starter cable from battery attaches at and the negative lead to the starter motor case),  you can make the starter motor run by touching a wire between the starter solenoid tab (above the 2 large bolts) and the +12 volts.  See if the motor spins and the starter "bendix" gear is thrust forward.  When you remove power from the solenoid tab,  the starter motor should stop running and the starter gear should retract quickly.  If the starter gear is not working properly it gets stuck on the ring gear on the flywheel in the engine. Also,  if the teeth on the starter gear or ring gear are damaged,  they can cause the starter to stay engaged while the engine runs.
Also,   cycle the engine over by hand with a wrench at the pulley of the crank and inspect the teeth around the entire ring gear.  They should not be damaged.  They may show some wear (usually rounded teeth) which is normal.  Look for any teeth which might be grabbing the starter solenoid bendix.
BTW,  if your ring gear is damaged,  sometimes you can take it off and flip it over if the other side of it is in better shape.  If it is missing a tooth,  you have a problem.
If you find the starter solenoid does not work every time it is energized, then I would suspect the contact switch which is in the back of the solenoid.  If you cannot find a replacement,  you can repair it yourself by making or cleaning the copper contact plates.

Actually since you just had it rebuilt, the rebuilder put a Datsun
drive in it instead of the slightly smaller Honda 600 drive. When
they put the wrong drive in, it will clash every time.
Datsun drive gear:28.5mm
Honda 600 drive gear: 26.5mm
You can measure the gear with the starter assembled using a caliper.
