10" stock wheels
Looking for ideas, if there are any, to improve the appearance of these 40 year old rims. They are medium rusty. I have yet tried to clean or polish and what to use as polishing agent. Can they be rechormed ( if they were chromed in the first place!) or what?

No they were not chrome, originally.
I used a (less aggressive) wire brush, a little sandpaper, and rattle-can of “Rustoleum Automotive Touch-Up ATU7002 Silver Frost CC 549 Nissan” from Autozone. There was probably some primer involved but I cannot recall – likely a grey “rusty-metal” primer. Here’s what I got (the view from the proverbial 10 feet)… http://www.honda600coupe.com/2011_NYIAS/NYIAS02.jpg (more lights than a used-car lot!)
Test it all on some metal object other than your wheels to make sure you like the look first.

I have a blast cabinet and powder coating equipment. I used paint stripper and than bead blasted. Rinsed them with metal prep and powder coated them. I did mine satin black because the car is not a restoration. The rims must be in almost chrome ready condition for powder to look good. If I was doing it again I would sand to the original Honda primer which is thick and really tough. Spot prime, paint and clear coat. Future touch up will be much easier.

im usjng a local professional powder coater that has done all the parts on my car over the last year. prices are quality are both amazing. no issues with finish or durability up till this point.
