Maybe you could expand it into a "cool suit" based on the fireproof suits the race drivers wear and install the thermoelectric cooler.
If you don't like that idea, consider removing the Honda 600 fan assembly, replace with an electric fan, and use an air conditioner from a Geo Metro. The compressor can run off the pulley (where the original fan was connected) and the space vacated by the original 600 fan can house the remaining portions of the air conditioner system and have access to the air inlet to the car.
