The car that I whose going to buy know don't have a title, they tell me that if I give them my information they can get me a Cal. Title in 2 weeks.
how do this work? Why they didn't have this title bone before they put the car on eBay? can someone help me with this and go and take a look at this car for me?
This is what they email to me.

Re: California title
I work for CLASSIC'S Title Service. I'm not sure how he plans to get a CA title in your name. It's illegal to purchase a title (states have to issue titles). There are ways to do it legally which is how we do it of course. Being that these are "older" vehicles it's a little easier too. I'm not trying to sell our service, but I deal with this stuff daily. I can get paperwork that CA will issue you a title with, but how he can get a CA title in your name doesn't sound legal to me. Feel free to email me directly.\

Re: California title
A car that is not currently registered in California, or one which
was registered in Calif but is off the computer requires a VIN
Verification, which is only easy if the vehicle is in Calif. VIN
Verification only means a peace officer, the DMV or a Car Dealer
looks at the numbers to make sure they weren't altered and are
matching the numbers you are applying for title for.
Unless your guy in Australia has a car dealer friend in Calif who
will lie about seeing physically the VIN number, I would be skeptical
you can get a title from Calif or any other state.
There are other underhanded ways to get a title, but if you go to the
expense to acquire a car from overseas you better hope it's all good
before it gets to customs in the states.
The person who imported my 1974 Honda Z Life had to do several things
before he could register it in Cali. He had to change all the glass
to meet DOT specs, change the steering column to be collapsable,
seatbelts, add fasten seat belt light on dashboard, etc. to meet
specs.
When I registered it in Cali, I had to get a brake & light
inspection. To pass the headlight test, I had to install bias ply
tires and inflate them like hell to get the lamps up to legal height.
The Japanese cars don't have that huge gap between wheel & fender.
